How to Buy a Plot in CBD Punjab: Auction Process Step-by-Step

How CBD Punjab Auctions Work (Overview)

CBD Punjab (PCBDDA) sells commercial plots through transparent public auctions — open bidding where the highest bidder wins. There are no balloting draws and no files; you bid on a specific, identified plot. Here is the complete process, step by step.

Step 1: Watch for the Auction Announcement

PCBDDA announces auctions on its official website (cbdpunjab.gov.pk) and in national newspapers. Each announcement lists:

  • The plots on offer (district, block, plot number, size)
  • The reserve price (minimum bid) for each plot
  • Auction date, time, and venue
  • Earnest money / bid security amount
  • Payment schedule terms

Tip: announcements typically give 3–4 weeks of lead time. Use it to visit the site and do your homework.

Step 2: Register on the PCBDDA Portal

Before you can bid, you must register as a bidder:

  1. Create an account on the PCBDDA auction portal.
  2. Submit your CNIC (individuals) or company registration documents (firms).
  3. Select the plot(s) you intend to bid on.
  4. Note your bidder number — you will need it on auction day.

Step 3: Deposit Earnest Money (Bid Security)

Every auction requires earnest money — a refundable security deposit that proves you are a serious bidder. Key points:

  • The amount is fixed per auction (check the announcement; it is typically a percentage of the reserve price or a flat figure per plot).
  • It must be deposited before the deadline via pay order / bank draft in favour of PCBDDA.
  • If you do not win, it is refunded. If you win and default on payment, it is forfeited.
  • You generally need separate earnest money for each plot you want to bid on.

Step 4: Auction Day — Bidding

On the day:

  1. Arrive early with your CNIC and bidder number.
  2. Plots are auctioned one by one; bidding starts at the reserve price.
  3. Bids rise in fixed increments announced by the auctioneer.
  4. The highest bid at the fall of the hammer wins — there is no post-auction negotiation.

Practical advice: set your maximum before you walk in, based on the prevailing per-kanal rates plus your total-cost calculation. Auction halls are designed to create urgency — discipline beats excitement.

Step 5: Payment Schedule After Winning

Winning bidders must follow the payment plan in the auction terms. A typical structure:

  • Down payment: a percentage (often 25–30%) due within days of the auction, adjusted against your earnest money.
  • Installments: the balance in quarterly or half-yearly installments over 1–3 years, depending on the auction’s terms.
  • Late payment attracts surcharge; persistent default can lead to cancellation and forfeiture.

Use our installment calculator to model the payment plan before you bid.

Step 6: Allotment Letter

Once the down payment is received, PCBDDA issues a provisional allotment letter in your name. This is your proof of ownership-in-progress. Keep it safe — you will need it for every subsequent step, including possession and transfer.

Step 7: Transfer Process

If you later sell the plot before full payment, or transfer it after:

  • Both buyer and seller apply to PCBDDA for transfer.
  • Transfer fee applies (check current schedule — it varies by plot size).
  • All dues must be clear before transfer is approved.
  • The new allottee receives a fresh allotment letter.
